Circumventing deadlock through venue-shopping: Why there is more than just talk in US immigration politics in times of economic crisis

This article addresses the question of how the financial and economic crisis that hit the US in the late 2000s impacted immigration policies. We find that the crisis has not significantly changed dynamics. Instead, it has highlighted and aggravated persisting trends. Drawing on Kingdon’s multiple streams model and combining it with the notion of two-level games, we find that while the policy stream and the problem stream would call for both restrictive and liberalising changes, the political stream impedes change: The fact that Congress has been divided for a long time over Comprehensive Immigration Reform (CIR) impedes any restrictive or liberalising changes. This chapter seeks to explore the complex interaction between statistical devices, socio-economic processes and political practice with reference to the problem of unemployment in twentieth-century Italy, comparing three moments of economic crisis in which the lack of work assumed particular relevance in the public debate and in the life of workers (the 1930s, the 1970s and the last recession that began in 2007), focusing on the problems related to the measurement of work and non-work.

The global financial recession reconfigured the economical structures of many countries and in this context the labor markets all around the world faced major salary cuts and job losses. The Romanian economy wasn`t an exception, and for a better understanding of its labor structures we have analyzed the interactions between some of the most representative and measurable indicators using a regional econometric model. The results show that the dynamics of the labor market changed once the economic crisis was installed and are still continuing to modify since the magnitude of this global phenomena was very powerful.

Aumenta il tasso di litigiosità e il potere giudiziario deve valutare la legittimità del-le scelte della pubblica amministrazione e la reazione giudiziaria dei lavoratori pubblici nel tentativo di recuperare, in tutto o in parte, le quote di retribuzione perdute (o non adeguate nel corso del tempo).
